• About Outlook Care

  • Outlook Care is one of the largest providers of learning disability services in the South East.

    We began in 1990 when many organisations like us were set up to enable residents (as the people who use our services were referred to at that time) to access their benefits. At that time we operated three companies Barking & Dagenham Housing Consortium; Brentwood Housing Consortium and Havering Housing Consortium. We operated under the name of the Barking, Havering and Brentwood Housing Consortia. In 1999, the three organisations merged to become Barking, Havering and Brentwood Housing Consortium and by the end of that year we had renamed ourselves Outlook Care coinciding with a central services office relocation to Billericay, where we stayed until 2020. Our registered office is now within Foxburrow Grange, our nursing and dementia care home, based in Colchester. From those small beginnings we have grown into a large provider of care and support services.

    Outlook Care's compliance with the ISO 9001 ensures that we are always working towards our Vision, and within our Values

    Outlook Care - ISO 9001: 2015 Certified for Quality Management Systems
    Outlook Care’s documented Quality Management System (QMS) ensures that we work towards our Vision, and within our Values, and to meet the standards we have set for the delivery of our services.

    The International Organisation for Standardisation (ISO) is a non-governmental global organisation established in 1947 that works to develop standards across goods and services.

    Outlook Care first achieved certification to the ISO Quality Standard in 1995 and has achieved continual certification since.

    In March 2025 the auditor commented :


    “ ... Outlook Care work hard to maintain financial stability within the business and also ensure their levels of quality care remain at the forefront of their strategic direction. Leadership and the installation of a supportive positive culture is clear. Good commitment from senior management and a robust quality management system in place therefore auditor is pleased to recommend continued certification under the standard.”

    We consider this a highly important standard to meet and demonstrate to our customers.
