Piotr RejekChief Executive & Board Member
Piotr has worked in Health and Social Care since 1993, joining Outlook Care in 2006 and becoming the company’s Chief Executive in January 2015.
Piotr has worked for various Housing Associations, charitable providers and NHS Trusts in management positions since 1999 managing and developing supported living, community support, registered care and nursing services for people with learning disabilities, mental health needs and older people living with dementia.
Piotr’s career began as a support worker in an NHS Trust before becoming a Registered Care Home Manager, Regional Manager and then a Director of Business Development.
Specific interests include dementia care, innovation in service delivery, procurement and development, marketing, sales, supported living improvements and assistive technology.
Piotr has a Master degree in Public Policy and Management, a Bachelor of Arts degree in Town and Country Planning, is qualified as a Registered Manager and Positive Behaviour Support trainer.
Piotr is a Trustee of the Relief Society for Poles Trust and supports the work of the Polish Catholic Mission Housing Association Limited helping older and vulnerable Polish people living with dementia in the UK. Piotr speaks fluent Polish.
- Sian Hajba
Director of Finance & Business Development
Sian is an FCCA qualified accountant with over 20 years experience in both the private and public sectors.
Before joining Outlook Care, Sian worked in the NHS and as Finance Manager for a general needs housing association in the south of England.
Sian joined Outlook Care in 2000 as Finance Manager, becoming Assistant Director of Finance and then Director of Finance before moving to her current role as Director of Finance & Corporate Services in February 2019.

Director of People, Governance & Quality Assurance
An joined Outlook Care in 2017 as our Head of Human Resources and has over 18 years’ experience in HR spanning both the not for profit and commercial sectors and has taken up the role of Director of People from the 1st January 2022.
Before joining Outlook Care, An worked as Director of HR for Falck UK – a patient transport and emergency care provider and Group HR Manager for Family Mosaic (now Peabody).
Having worked in many people related management roles An understands the importance an organisation must place in its people to develop a dedicated, skilled and engaged workforce which enables Outlook Care to deliver excellent support to customers.
An has a degree in Psychology from the University of Aberdeen, a Masters in Human Resource Management from Anglia Ruskin University and is a Chartered Member of the CIPD.
Katie Lay
Director of Technology & Corporate Administration
Katie has worked in the IT industry for over 30 years in various sectors.
She joined Outlook Care in 2002 and during her time has led on all technology projects implemented.
In September 2023 Katie joined the Executive Management Team which demonstrates Outlook Care’s commitment to investment in technology to better improve the outcomes of the people we support : “When technology is embedded seamlessly into care and support it can be transformative, improving people’s quality of life and ensuring information is readily available to help staffprovide the right care in the right place at the right time” [Digital working in adult social care: What Good Looks Like – 17 May 23]
Katie has a proven track record in strategic thinking and analysing tech initiatives to align with business objectives to deliver transformative change at Outlook Care.

Acting Director of Nursing & Older People Services / Registered Home Manager Foxburrow Grange
Mike is a dedicated and compassionate professional committed to providing exceptional care to older adults.
Beginning his career as a carer at 18, he progressed to senior care roles before pursuing formal nursing education.
In 2007, Mike qualified as a Registered General Nurse and gained valuable experience in community nursing and care homes. His current position allows him to leverage their expertise to support teams in delivering high-quality care.
Mike is passionate about fostering a culture of excellence within care facilities through continuous education, training, and mentorship. Beyond his professional pursuits, Mike has a lifelong interest in learning and enjoys exploring history and combat sports.
Edwine Tembong
Acting Director of Learning Disability & Mental Health
Edwine has worked in various health and social care rolessince 2002 and joined Outlook Care in 2015. He started as a Registered Home Manager and has since been promoted to Senior Service Manager, Locality Manager, Regional Manager, and Acting Director of Learning Disability Services and Mental Health.
With 22 years of experience, Edwine has focused on workingwith adults with learning difficulties and behaviours of concern. He has developed skills and expertise in contributing to the development of care planning, taking an organised, holistic, person-centred approach to meeting his customers' needs. Edwine has been instrumental in changing staff approaches from "doing for" to "supporting with" and has written guidelines to help customers learn independent living skills.
He holds qualifications as a Registered Manager and NVQassessor, as well as a certificate and diploma in Leadership and Management.
Originally from Cameroon in West Africa, Edwine worked intelecommunications before relocating to the UK.
